7-I. CCS (Conduct) Rules 1964
1.    Who is called a Government Servant?
Ø  Any person appointed by the Central Government to any Civil Service or post in connection with the affairs of the union and includes a civilian in a Defence Service, or holds a civil post under the union is called a Government Servant.

2.    Whether GDS (Formerly ED Agents) are Government Servants?
Ø  No. Though the Hon. Supreme Court has declared them as holders of Civil posts outside the regular services in the historic Judgment dated 22.04.1977, the Government has not yet allowed the status and all privileges extended as Government Servants.

3.    Who are the members of the family in relation to a Government Servant?
Ø  Wife or husband, as the case may be, sons/daughters including step sons/step daughters who are wholly dependent on the Government servant and any other persons related by blood or marriage and wholly dependent on him.

4.    What is the general conducts and behavior a Government servant shall at all times maintain?
Ø  Every Government Servant shall at all times maintain
(i) Absolute integrity
(ii) Devotion to duty
(iii) Do nothing which is un-becoming of a Government servant
(2) Government Servants holding supervisory post shall also take all possible steps to ensure the integrity and devotion to duty of other Government servants who are under his control and authority.

5.    Enumerate the special provisions in the CCS (Conduct) Rules to regulate the performance Conduct and behavior of the Government Servant while discharging his official duties and responsibilities.
Ø  He should not act otherwise than in his best judgment in the exercise of the powers conferred on him except when he is acting under the direction of his official superior.
(a) Such directions shall be in writing as far as possible.
(b) Confirmation of oral instructions shall be issued/obtained in writing.
(2) Government Servants shall not act in a discourteous manner in the performance of official duties and shall not adopt dilatory tactics or cause willful delays in his official dealings.
(3) Governments Servants shall not indulge in any act of sexual harassment to any woman at her work place and those in charge of a workplace shall take appropriate steps to prevent sexual harassment to any woman in such workplace.

6.    Which are the other important and serious restrictions and prohibitions imposed on Government servants as per the provisions in the rules and instructions embodied in CCS (Conduct) Rules - 1964?
Ø  There are restrictions in
(i) Employment of near relatives, companies or firms
(ii) Maintaining connections with the press or media
(iii) Criticism of Government
(iv) Giving evidence before Committee or any other authority
(v) Communications of official information
(vi) Raising funds or collections
(vii) Accepting gifts
(viii) Engaging in private trade or employment
(ix) Investments lending and borrowing
(x) Acquiring and disposing movable, immovable and valuable properties.
(xi) Vindication of acts as Government servant and his character
(xii) Marriage; and
(xiii) Consumption of intoxicating drinks etc.
(2) Government servants are prohibited from
(i) Taking part in politics and elections
(ii) Joining associations the objects or activities of which are prejudicial to the interests of the sovereignty and integrity of India or public order or morality.
(iii) Giving or taking or about the giving or taking dowry and even demanding dowry directly or indirectly from the parent or guardian of a bride/bridegroom.
(iv) Canvassing of non-official or other outside influence to further his interest in respect of his service matters; and
(v) Employment of Children below 14 years of age.
        Apart from the above restrictions and prohibitions it is stipulated in Rule - 17 of the CCS (Conduct) Rules - 1964 that a Government Servant shall so manage his private affairs so as to avoid habitual indebtedness or insolvency"
